In response to the changing economy in Greensboro, we established the lead organization, Action Greensborough, in 2001, and Downtown Greenway was established as a limited liability company to manage the Greenway project in 2001. To ensure community outreach, the project team contacted the Greenboro Neighborhood Congress to help organize the citizens by holding public meetings in schools, churches, and community centers. For the rest of 2003, we conducted 45 citizen workshops to present the elements of the park and to identify what citizens preferred as its features and activities.
Public art in particular has been identified as a key component in creating the welcoming and engaging environment that Greenway planners envision. Art installations planned in key locations such as underpasses had the potential to enliven the greenways and encourage residents to use them, while improving relationships with neighborhoods and businesses. Early in the process, the panel identified nationally recognized artists whose work often included themes such as doors and gates as artists whose skills and local connections would be crucial to a successful installation.
The Boston-based artist combines old crafts with the latest technology to create his monumental artworks that can be experienced in nature and move from an object to viewing to something to get lost in, "he said. The metal artist, who has spent most of his adult life in the museum, has been working in the museum for 35 years. His works are complemented and shown in the Museum of Modern Art in New York City and in galleries and museums around the world. In his studio, he is responsible for works such as "Museum of Contemporary Art New Orleans" and "The Art Gallery of North Carolina" in Charlotte.
The McKinsey report identified potential projects that could boost economic development, define Greensboro and address areas of great importance. The fact that this particular project was supported by the NEA had aroused interest and reinforced the need for public art to redefine and revitalise Greensborough.
Of the 29 landscape architecture firms involved, Halvorson Design Partnership, Inc. of Boston was selected as the lead park designer. ETM Associates, LLC assisted in the development of the park plan, which is operated, managed and part of the park system by the North Carolina Department of Environment and Natural Resources (NCDNR).
Aware that the maintenance of public art projects is a challenge, as is the Public Art Endowment, the project managers worked to create a foundation that could help maintain public art installations along the Greenway. There are not often funds available for maintenance, but there is something called a "public arts foundation" in the North Carolina Department of Environment and Natural Resources (NCDNR), and this is one of them.

Center City Park is designed as a series of outdoor spaces that are comfortable and functional for small groups or individuals to relax and socialize. The park property is owned by the City of Greensboro and the city's Department of Parks and Recreation, as well as local businesses and organizations.
Each room is divided into sections anchored by a central photo essay, and pathways lead to contrasting intimate spaces in which art compositions and quotations are integrated into the seats, offering the opportunity to view art elements. The underpasses serve as new links that allow visitors to enjoy the natural beauty of the park and its natural environment, as well as access to a variety of outdoor activities. Each gate, from the northwest and southwest rims, is optically porous, giving pedestrians an open invitation to enter and experience the parks.
